Tenant in back apartment provided a bag of bed bugs, landlord must provide certificate of completion from licensed exterminator. Numerous holes in walls, deterioration in walls and flooring missing. Front door did not have a handle. Basement filled with garbage, junk, debris and mattresses. Furnace covers were off. Holes in ducts. Hot water vent was pitched in wrong direction. Sink was emptying directly into basement. Basement floor was a few inches thick of sludge.
