The door leading from the basement outside needs to be weather tight. The hot water heater needs a cap put on the vent pipe where its venting into the basement. There is a leak somewhere in the block wall City of Oswego City Hall 13 West Oneida Street Oswego, NY 13126 that is leaking into the back bed room and has caused mold on the wall and door. There is also mud on the floor where the wall is leaking also.
